Promulgated under authority of Subsection 4-2-2(i) to inspect any nursery, orchard, farm, garden, park, cemetery, greenhouse, or any private or public place that may become infested or infected with harmful insects, plant diseases, noxious or poisonous weeds, or other agricultural pests.

No comments have been received from the Mint industry.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
The current law continues to require this rule and the rule is needed to protect the mint industry from this disease. Therefore, this rule should be continued.
