Section 53B-1-103 establishes and identifies the State Board of Regents as the administrative body for control, management, and supervision of public institutions of higher education in Utah. The Board of Regents provides guidelines and oversight for system institutions to ensure goods, services, and facilities on campuses are not promoted to the general public in competition with private businesses.
