The Utah Department of Public Safety has been tasked in Section 53-5-704 to: 1) administer and manage the issuance of concealed firearm permits (CFP); 2) train and certify concealed firearm instructors and administer and manage the issuance of concealed firearm instructor licenses; 3) to present to the Concealed Firearm Review Board recommendations to uphold denial, suspension, or revocation of said licenses when a determination is made that would make the licensee ineligible to hold a license; and 4) maintain and update as required, a database of licensee information. This rule is established to outline a process by which the Bureau of Criminal Identification can administer, manage, and maintain the tasks above.
