Section 53B-7-103 designates the Board of Regents as the state agency authorized to negotiate and contract with the federal government and to accept financial or other assistance from the federal government or any of its agencies in the name of and in behalf of the state of Utah. This rule directly governs the administration of one of the federal student financial aid programs.
