    Subsection 13-2-5(1) authorizes issuance of administrative rules. Section 13-39-203 mandates that the Division make administrative rules to implement the Child Protection Registry.

    No written comments were received in support of or opposing the administrative rule.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    Continuation of the rule is necessary for the Division to meet its statutory mandate set forth in Section 13-39-203 and the rule is essential to effective implementation of the Child Protection Registry.
