Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

This rule is authorized by Section 26-1-15, which allows the Department of Health to accept federal funds to implement certain programs of the federal government. The Women, Infants, Children (WIC) Program is a federally-funded program that the Department of Health administers within the state by meeting the gubernatorial and legislative approval required under this section.

Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

This rule describes federal law requirements for the Utah WIC Program related to outreach to offices and organizations that deal with significant numbers of potentially eligible persons, and a requirement for the Utah WIC Program to coordinate with the Food Stamp Program, and other programs. Continuation of the rule is needed to meet federal regulations governing the program.
