This rule is authorized by Section 26-1-15, which allows the Department of Health to accept federal funds to implement certain programs of the federal government. The Women, Infants, Children (WIC) Program is a federally-funded program that the Department of Health administers within the state by meeting the gubernatorial and legislative approval required under this section.
