Section 73-18b-1 states that water safety is everyone's concern. Utah State Parks oversees the safety issues regarding the waters in Utah. The board is authorized to make, adopt, promulgate, amend, and repeal all rules and regulations necessary.

This rule was set to help the recreating public deal with safety of equipment and sports, and it needs to be continued as it is a guideline for those who scuba dive in Utah.
