This rule is authorized under Section 63A-5-103, which directs the Building Board to make rules necessary for the discharge of its duties and the duties of the Division of Facilities Construction and Management.

There have been no comments received either supporting or opposing the rule.

This rule needs to be continued because it provides the procedures for delegation of construction projects to the University of Utah and Utah State University.
