    NOTICE OF REVIEW AND STATEMENT OF CONTINUATION

    Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

    This rule is authorized by the Help America Vote Act of 2002, 42 USC 15404, which requires adoption of an election reform plan; 42 USC 15403(e) and Subsection 67-1a-2(2), which define the state's chief election official; and Utah Constitution Article VII, Sections 1, 5 and 14, which relate to executive branch functions.

    No written comments have been received.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
