Section 63N-3-104 permits the administrator to make rules governing the following aspects of the Rural Fast Track Program: a) the content of the application form; b) who qualifies as an employee; and c) the verification procedure.

Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

There has been no written comments received in the past five years, including no comments on the recent repeal and reenactment.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

This rule allows the agency to run the program's compliance components and allows for the form and intake of applications. This rule needs to continue in order for the agency to be able to run the program.
