    This rule is required by and enacted under the authority of Subsection 72-4-102.5(7) and establishes the procedure and criteria the Department must use to functionally classify highways.

    There have been no written comments from interested persons received during and since the last five-year review.

    This rule should continue in order to keep in place the procedure and criteria by which highways are functionally classified.
