Subsection 19-4-104(2) authorizes the Drinking Water Board to adopt and enforce standards and establish fees for certification of operators of any public water system.

No comments have been received either in support or opposing this rule.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
The continuation of this rule will ensure that public drinking water systems in Utah are employing trained and competent personnel to run their water systems. This rule sets the foundation for the training of the water operators, testing, and continuation of their certifications. This effort will greatly assist in protecting the quality and safety of the drinking water from the source through vast distribution systems to the end consumer, the public.
