This rule is authorized under Section 63A-5-103, which directs the Building Board to make rules necessary for the discharge of its duties and those of the Division of Facilities Construction and Management (DFCM).

DFCM and the Utah Building Board have not received written comments either in support or opposition to Rule R23-14.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
Rule R23-14 provides for the management of roofs on state buildings to prevent damage to the roof and to improve security of state buildings. Therefore, this rule should be continued.
