Subsection 4-2-2(1)(j) authorizes the department to promulgate rules necessary for the effective administration of the agricultural laws of the state. Subsection 4-2-2(1)(n) authorizes the department to take charge of any agricultural exhibit within the state and award premiums at that exhibit.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
It is the intent of these rules to regulate the following elements: establishment of a forum to carry out the intent of these rules; participation in the appropriation; establishment of official show dates and entry deadlines; and equitable distribution of the appropriation and maintenance of administrative control of the fund. Therefore, this rule should be continued.
