    Purpose of the rule or reason for the change:

    The purpose of the amendments is to respond to comments received from the Environmental Protection Agency (EPA).

     

    Summary of the rule or change:

    The date of adoption by the Air Quality Board is changed from April 7 to March 31, 2004, because the Board re-scheduled its meeting. Changes are made to respond to comments throughout the State Implementation Plan for the general requirements for vehicle emissions inspection and maintenance program, which is incorporated by reference under Section R307-110-31. The clarifications do not change the substance of the original proposal. (DAR NOTE: This change in proposed rule has been filed to make additional changes to a proposed amendment that was published in the February 1, 2004, issue of the Utah State Bulletin, on page 13. Underlining in the rule below indicates text that has been added since the publication of the proposed rule mentioned above; strike-out indicates text that has been deleted.
