The purpose of this rule, as per Sections 53-3-224 and 53-3-303, is to establish standards and guidelines to assist health care professionals in determining who may be impaired, the responsibilities of the health care professionals, and the drivers' responsibilities regarding their health as it relates to highway safety.

This rule should be continued so that the Division can continue to evaluate impaired drivers to see if they can safely operate a motor vehicle.
