In accordance with Section 53-3-303.5 the purpose of this rule is to allow individuals, who want to drive intrastate only, be allowed to get a waiver from meeting the minimum federal fitness standards as defined in 49 CFR 391.41.

This rule should be continued so individuals who qualify can get an intrastate only driver license as per statute.
