    Purpose of the rule or reason for the change:

    The purpose of this amendment is to add ultraviolet light as a fourth allowable primary disinfectant and to correct a reference for ozone under Section R309-520-11.

    Summary of the rule or change:

    This amendment adds ultraviolet light as a fourth allowable primary disinfectant and corrects a reference for ozone under Section R309-520-11 to Part 4, Section 4.3.7 in the Recommended Standards for Water Works (commonly known as "Ten State Standards"), 2007 edition.

    RULE TEXT

    R309. Environmental Quality, Drinking Water.

    R309-520. Facility Design and Operation: Disinfection.

    R309-520-5. Allowable Primary Disinfectants.

    Primary disinfection is defined as the means for providing adequate levels of inactivation of pathogenic micro organisms within the treatment process. Its effectiveness is measured through the "CT" values. Only four[three] disinfectants; chlorine (gaseous and liquid hypochlorites), ozone, ultraviolet light, and chlorine dioxide are allowable for primary disinfection.

     

    R309-520-11. Ozone.

    Proposals for use of ozone disinfection shall be discussed with the Division prior to the preparation of final plans and specifications.

    Part 4, Section 4.3.7, Ozone[Interim Standard - Ozonation, page xxxi], in the Recommended Standards for Water Works (commonly known as "Ten State Standards"), 2007 edition is hereby incorporated by reference and shall govern the design and operation of disinfection facilities utilizing ozone. This document is published by the Great Lakes-Upper Mississippi River Board of Public Health and Environmental Managers. A copy is available in the office of the Division for reference.
