Section 62A-4a-102 authorizes the Division of Child and Family Services to establish rules in order to provide programs and services that support the strengthening of family values, including services which preserve and enhance family life and relationships; protect children, youth, and families; and advocate and defend family values established by public policy, advocacy, and education.

Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

Continuation of this rule is necessary in order for the Division of Child and Family Services (DCFS) to continue to provide programs and services to support children and families in Utah, especially regarding the roles and responsibilities of DCFS to a parent or guardian of a child who is receiving out-of-home services.
