Section 54-3-3 requires, unless the Public Service Commission (Commission) orders otherwise, that no change shall be made by any public utility in any rate, fare, toll, rental, charge, or classification, or in any rule, regulation, or contract relating to or affecting any rate, toll, fare, rental, charge, classification, or service, or in any privilege or facility, except after 30 days' notice to the Commission and to the public as herein provided. Section 54-8b-11 requires the Commissions to make high-quality, universal telecommunications services at just and reasonable rates for all classes of customers throughout the state of Utah.

No comments have been received in the last five years.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule continues to be necessary to establish or restructure EAS just and reasonable rates for all classes of customers offered by Utah telephone corporations. Therefore, this rule should be continued.
