Section 53A-1-401 allows the Utah State Board of Education (Board) to make rules to execute the Board's duties and responsibilities under the Utah Constitution and state law; Section 53A-15-202 allows the Board to establish minimum standards for career and technical education programs in the public education system; and Section 53A-17a-113 directs the Board to distribute specific funds to local education agencies (LEAs).

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
Rule R277-916 continues to be necessary because it establishes standards and procedures for LEAs seeking to qualify for College and Career Awareness Program funds administered by the Board. Therefore, this rule should be continued.
