Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

No written comments have been received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

Rule R277-716 continues to be necessary because it defines the responsibilities of a local education agencies (LEA) to identify an English Language Learner/Limited English Proficient (ELL/LEP) student currently enrolled a in Utah school; to provide consistent and appropriate services to identified students; and to appropriately distribute (ELL/LEP) funds to LEAs with adequate policies.
