Extension Reason:
The Department needs to make several changes to the text of this rule. These changes will require either a review by or approval of the Transportation Commission. The Commission meets once per month. The needed amendments can be drafted and included on a meeting agenda for review by the Commission's March meeting at the earliest. The March meeting will occur after the 02/24/2016 deadline; therefore, the Department needs an extension. New deadline: 06/23/2016.
