It is the judgment and discretion of the department that this rule is necessary to carry out the purpose of Title 4, Chapter 3, the Utah Dairy Act, specifically Section 4-3-10, where it specifies that testing milk for payment without a license is an unlawful act. Therefore, this rule should be continued.
