Section 4-3-2 gives the Utah Department of Agriculture and Food, Division of Regulatory Services, the authority to outline the requirements that are necessary in order to obtain a license to test milk for payment.

There have been no written comments received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

It is the judgment and discretion of the department that this rule is necessary to carry out the purpose of Title 4, Chapter 3, the Utah Dairy Act, specifically Section 4-3-10, where it specifies that testing milk for payment without a license is an unlawful act. Therefore, this rule should be continued.
