Section 40-8-6 provides authority to the Board of Oil, Gas and Mining to enact rules that are reasonably necessary to carry out the purposes of the Utah Mined Land Reclamation Act. In addition, the Utah Administrative Procedures Act, Title 63G, Chapter 4, provides authority for the administrative procedures applicable to this Minerals Program in Rule R647-5.

This rule establishes administrative procedures applicable to the Minerals Program and should be continued to provide administrative procedures at the informal and formal level to enable resolution of issues within the Division of Oil, Gas and Mining, and also the Board of Oil, Gas and Mining.
