Sections 77-27-9.5, 77-37-3, 77-37-4, 77-38-1, and 77-27-1 and Subsection 77-27-9(4) give the Board authority to hold offender hearings following specific criteria and define a victim, victim's rights, and parole proceedings. Rule R671-203 sets parameters around a victim's rights to attend, give statements and testimony, and how they are notified of parole hearings.
