The rule allows the division to ensure that commercial driving schools and instructors maintain the equipment, knowledge, and materials to effectively train students to operate a motor vehicle on the highways. The rule also ensures that individuals involved in commercial driver education possess the moral character and physical ability necessary to engage with students. Therefore, this rule should be continued.
