    This rule is enacted under the authority of Sections 26-1-30 and 26-1-37 to provide standards for exchanging electronic health information between providers, laboratories, and payers and the Utah Department of Health.

    No written comments were received.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    This rule provides important provisions for the use of nationally recognized standards in the transmission of electronic health information between payers, providers, and the Utah Department of Health. Use of standards promotes interoperability, data security, and is critical for the success of clinical health information exchange and public health. Therefore, this rule should be continued.
