    The rule is promulgated under the authority of Subsection 4-2-2(1)(i) which directs the Utah Department of Agriculture and Food to make rules necessary for the effective administration of the agricultural laws of the state.

    Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

    No comments have been received supporting or opposing this rule.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    The Utah Department of Agriculture and Food justifies the continuation of this rule as it is still responsible to enforce a number of rules and needs to have written procedures that guide the enforcement of those rules.
