    Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

    Statute authorizes the State Parks Board to make rules relating to decal display in Subsection 73-18-7(17)(a): "The board may designate the suffix to assigned numbers, and by following the procedures and requirements of Title 63G, Chapter 3, Utah Administrative Rulemaking Act, make rules for: (a) the display of registration decals...."

    No written comments in support or opposition of this rule have been received.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    Statute requires a boat to display registration decals on the hull of the vessel. This rule is necessary to detail how those decals shall be displayed consistently on each vessel's hull. Therefore, this rule should be continued.
