NOTICE OF REVIEW AND STATEMENT OF CONTINUATION

Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

Statute authorizes the State Parks Board to make rules relating to boat owner's change of address in Subsection 73-18-7(13)(b): "The board may provide in its rules for: (i) the surrender of the registration card bearing the former address; and (ii) (A) the replacement of the card with a new registration card bearing the new address; or (B) the alteration of an existing registration card to show the owner's new address."

No written comments in support or opposition of this rule have been received.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

Boat owners who have had a change of address may not receive a revised boat registration card before going boating again. By allowing the owner to note his new address on the registration card, they can be compliant until they receive an updated registration card. Therefore, this rule should be continued.
