Section 65A-7-1 authorizes the Division of Forestry, Fire and State Lands to establish criteria by rule for the sale, exchange, lease, or other disposition or conveyance of sovereign lands, including procedures for determining fair market value of those lands.

This rule sets forth the requirements for a right of entry permit, application procedures, fees associated with the permit, term of the agreement, and specific document requirements. This rule is necessary for the division to issue right of entry permits. Therefore, this rule should be continued.
