    Section 53A-1-403.5 makes the Utah State Board of Education directly responsible for the education of inmates in custody.

    This rule continues to provide necessary operation standards and procedures for inmates in corrections education programs that are the responsibility of the public school system/Utah State Board of Education. Therefore, this rule should be continued.
