Subsection 53A-1-402(1) directs the Utah State Board of Education to adopt minimum standards for public schools; and Subsection 53A-1-401(3) allows the Utah State Board of Education to adopt rules in accordance with its responsibilities.

This rule continues to provide guidance for schools and school districts that provide an alternative high school curriculum or program and a graduation option from an alternative program. Therefore, this rule should be continued.
