    This rule is authorized by Subsection 26-33a-104(3), which requires "the committee may adopt rules to carry out the provisions of this chapter" for data collection, analysis, and dissemination.

    Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

    No written comment of support or opposition has been received since the last review of the rule. The Health Data Committee at its meeting on 11/08/2011 has reviewed the rule and requested its continuation.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    This rule allows monitoring of satisfaction with the quality and access of care provided by participating Utah HMOs. Continuation of the rule will assure that HMOs are monitored using nationally-recognized standards.
