    The following statutes require the department to establish rules setting out access management principles and guidelines for utility access control: Sections 72-3-109, 72-6-116, 72-7-102, and 72-7-108.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    The department continues to need rule guidance on access management and control. Therefore, this rule should be continued.
