Sections 72-2-109, 72-3-103, and 72-3-104 authorize the Utah Department of Transportation and city and county officials to mutually adopt rules governing the expenditure of class B and class C road funds.

The rule has worked well in providing a formula for distribution of road funds to local governments. Therefore, this rule should be continued.
