    Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

    As provided in Subsection 63G-6-208(2), this rule establishes procedures for the procurement of leasing of real property. The Building Board's authority to adopt rules for the activities of the Division is set forth in Subsection 63A-5-103(1)(e). The statutory provisions governing the procurement of leasing of real property by the Division are contained in Title 63G, Chapter 6; Title 63A, Chapter 5; and Title 4, Chapter 1.

    Summary of written comments received during and since the last five-year review of the rule from interested persons supporting or opposing the rule:

    There have been no comments received either supporting or opposing the rule.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    This rule is necessary because it establishes procedures for the procurement of leasing of real property. Therefore, this rule should be continued.
