Subsection 31A-2-201(3)(a) authorizes the commissioner to implement the provisions of Title 31A by rule. Subsection 31A-23a-402(8)(a) authorizes the commissioner to implement rules after a finding of fact that determines certain actions to be unfair or deceptive method of competition in the business of insurance.

The department has not received any written comments regarding this rule in the past five years.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
This rule is necessary to set forth standards to protect active duty service members of the United States Armed Forces from dishonest and predatory insurance sales practices by declaring certain practices to be false, misleading, deceptive, or unfair. Therefore, this rule should be continued.
