    This rule is authorized by Section 41-6a-1505 and Subsection 53-1-106(1)(a) which state that the department shall make rules adopting the standards for protective headgear to be used by those operating motorcycles or motor-driven cycles on a highway.

    No written comments have been received.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    This rule is needed to ensure that protective headgear standards meeting federal requirements are used by those operating motorcycles or motor-driven cycles. Therefore, this rule should be continued.
