This rule is authorized by Section 41-6a-1620 and Subsection 41-6a-1601(2), which states that the department shall make rules setting minimum equipment standards of lighting equipment and approve or disapprove of any lighting device for motor vehicles.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

There are a lot of after market lighting devices being sold, which most of them do not meet Federal Motor Vehicle Standards. Also included in this rule are the lighting equipment restrictions. Therefore, this rule should be continued.
