This rule is authorized by Subsection 53-8-204(5), which directs the division to make rules establishing safety inspection station and inspector requirements.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

Safety inspection needs to have all of the program requirements written out for the safety inspection stations and inspectors. This rule consists of all those requirements that a station and inspector are required to meet. Therefore, this rule should be continued.
