Subsection 53A-15-202(1) directs the Utah State Board of Education to establish minimum standards for applied technology programs in the public education system.

This rule is necessary because it directs Applied Technology College leadership organizations to be fiscally accountable to the Utah State Board of Education, and therefore, this rule should be continued.
