This rule is enacted under Title 26-8a. These definitions are needed to supplement existing statutory definitions for subsequent language used in related rules in the R426 series.

No comments, except those received during the previous amendment for one definition, have been received. That definition is currently being amended back to prior language.
Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
The definitions are critical for the terms used in the rest of the R426 rule series. The Utah Department of Transportation has considered the opposing comments and is in the process of re-amending the opposed definition.
