This rule is authorized and required by Section 72-2-109 to provide for uniform accounting of funds to be expended upon class B and C roads.

The Joint Highway Committee, representing counties and cities, has reviewed and approved the Regulations Governing Class B and Class C Road Funds incorporated by this rule.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

This rule is necessary to give guidance to cities and counties regarding use of the B and C Road Fund. Therefore, this rule should be continued.
