    Concise explanation of the particular statutory provisions under which the rule is enacted and how these provisions authorize or require the rule:

    Section 62A-4a-901 et seq. authorizes Child and Family Services to provide adoption assistance and supplemental adoption assistance to help in providing a permanent family for a child in public foster care by providing financial and medical assistance for the child's benefit and best interest of the family who adopts the child.

    Continuation of this rule is necessary to provide Child and Family Services the ability to administer the adoption assistance program.
