This rule is promulgated under authority of Subsections 4-2-2-(1)(j) and 4-2-2(1)(1)(ii). The quarantine of the Japanese beetle (insect) is needed to protect Utah nurseries, fruits, vegetables, and turf industry.

Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:
The quarantine of the Japanese beetle (insect) is needed to protect Utah nurseries, fruits, vegetables, and turf industry. The quarantine will protect all Utah citizens from this devastating insect. Therefore, this rule should be continued.
