This rule is authorized by Subsection 53A-1-402(1)(a) which requires the Utah State Board of Education to make rules regarding the licensing of educators, and Subsection 53A-1-401(3) which allows the Utah State Board of Education to adopt rules in accordance with its responsibilities.

This rule continues to specify requirements and standards which must be met for licensing areas in these specific areas. Therefore, this rule should be continued.
