    Subsection 53A-6-303(1)(a) directs the State Board of Education (Board) to adopt rules establishing procedures for nominating and appointing Commission members.

    Reasoned justification for continuation of the rule, including reasons why the agency disagrees with comments in opposition to the rule, if any:

    Utah state law continues to require that the Board have a rule which establishes procedures for nominating and appointing Commission members. Therefore, this rule should be continued.
